Once you've logged into the game your Sector can't be moved or deleted. However, if you don't wish to continue playing in your Sector, you can switch to a new server and get a brand new Sector along with the opportunity to start again from the very beginning. All your achievements will remain in your old Sector.
Remember, you can return to your old Sector at any time via the Senate menu (Senate - Select Server - Switch to Server ).
