In order to change your profile picture you need to change it in Game Center (if you play in a guest sector) or on your Facebook profile (if you play connected to Facebook). If you play in a guest sector, go to Game Center from the desktop of your device – Add Photo, restart the game; the picture will appear in your Senate and on the map.
